Paypal question / problem.

Question
Here's my situation: I ran an auction on Ebay (700+ positives, no negatives). State in the auction clearly that insurance is additional and I'm not responsible for uninsured packages. State the same thing in my end of auction message.
Person pays via paypal without insurance, emails me a few weeks later that they haven't gotten the package, I put out a tracer via the USPS. Nothign else heard.
Today, I log into my paypal account for the first time in a month, and find they've limited access over this. Paypal never emailed me about this, but (fortunately?) I had withdrawn my funds before.
So I just emailed paypal today with a citation to the auction number, the actual message, etc. Does anyone else have suggestions on what to do? I had heard of the paypal improper chargebacks, etc. and am now quite glad that I never gave them access to my bank account and had withdrawn funds.

If you gave them a credit card, they will simply charge that.
Paypal doesn't care about what your terms say.
You must prove the item shipped (with confirmation number) or they will give the customer back their money.
If you don't have that, you are out of luck.

Jill is correct. That's why I don't even bother with the I'm not responsible stuff. In the world of Paypal that just isn't true. If you can prove shipment you will be okay (I think, Does it have to show deliver?? hmm I'm not sure)
If you can't prove shipment, you might as well refund as soon as the customer complains.

Thanks for the replies; I was on here a long time ago, but have been quite inactive with auctions until recently.
I can prove the item was *sent* (I have the postal receipt with zip code), but...from what you're saying, paypal won't care.
Paypal does have a CC, but they won't be able to charge it, since I never pay with it (I only gave the CC so I could withdraw money).
Ah well, I guess I'll just give up paypal if they don't complete this satisfactorily. I'll post on how it goes.

Postal receipt with zip code doesn't count. It must have a delivery confirmation number that is a bar code.
If they have your credit card number, and it is a valid credit card, they will take money from it. It's part of the user agreement.
And if you didn't ship to the confirmed address, you are also out of luck, even if you have delivery confirmation.
And of course, they can also do a direct chargebck with their credit card company if paypal finds in your favor. Its one of the major hassles of non-signature credit card use.

Ironically enough, I've now sent 3 messages to paypal (2 via their webform, 1 via email) since Saturday 10am and haven't heard back from them on any.
In addition, the person who filed this travesty is now listed - not through anything on my part - as a NARU on Ebay.

I'd say your chances of coming out okay on this are greatly improved (with the NARU info)
Call Paypal on the telephone. I got my best help from them that way. Just keep repeating that you are confused by the info and would they please explain it to you! http://community.here.com/infopop/em.../icon_wink.gif Ask for clarification of anything that you're not sure about.
Has paypal asked you for info on this transaction? Have you gone to the paypal site and filled out the form for the contested transaction? I wouldn't panic until you've heard from paypal yourself. In my experience, they tend to be slow (and vague when you try to pin them down) when dealing with potential fraud on the buyers end, but so far things have eventually worked out.
I think they no longer take the money from your credit card or bank account--I think there have been some lawsuits that changed that policy. But they will (temporarily, at least) scoop up any payments that come in to your paypal acct while this is in limbo.

Goodworks - well, that's hopeful that others have had a somewhat similar experience. I'll try calling tomorrow, and let people know what's up.
Because I hadn't logged into the account (and hadn't received an email), I didn't know this existed. The 'complaint' was registered 5/14, 'closed' on 5/23. Here's the details posted in the account - my apologies if these are standard...
Our investigation of this complaint is now complete.
As stated in the PayPal User Agreement, you are required to resolve complaints within 7 days of the filing date (by May 21, 2004) using one of the following methods:
Provide a refund to the buyer for the full amount of the disputed transaction
Provide a tracking number that confirms proof of delivery to the buyer Confirmed Address
Provide proof of a previously issued refund to the buyer for the full amount of the disputed transaction
As of May 23, 2004 (the date of case closure), you had not provided us with any of the above information in an attempt to resolve this complaint. As a result we attempted to issue a full refund to the buyer. However, there were insufficient funds available in your PayPal account to do this.
PayPal does not consider this a satisfactory resolution of this complaint. Access to your PayPal account has been limited until the complaint has been satisfactorily resolved.
To resolve the complaint, please click below.
(BUTTONS are resolve complaint now, and return to transactions claims/disputes) The resolve complaint button gives me 2 options; authorize paypal to take money, or I've given the buyer a refund and can provide proof of this.

Oh boy. I didn't know it was an old case.
Why didn't you get an email? Do you usually get paypal notices that are sent out?
Did you send your package with a Delivery Confirmation? I've started using Shipping Assistant for most packages to Cover My A** for this type of problem.
Looks like about all you can do is plead that you didn't get an email notice.
OR ask them why the buyer is NARU and if that doesn't help your case....
