ebaY Consignee Auctions

eBay consignee auctions, are they good or bad?
I recently have come across several auctions where they claim that they are selling for someone else.
That is fine as that has become a new, old way to sell someone's wares. What I have found that is as blatant and easy to spot is that this has now become a new way to do shilling.
I thought that shilling was illegal?
So why do I always seem to find that some if not all of these consignee auctions are being shilled if they seem to not be getting any interest or bids?
I have found several where a 0 feedback bidder is bidding on lots of different unrelated items as if they were opening a store themselves. After further reviewing I have found that some of these 0 or low feedback bidders are only bidding on the auctions that the consignee place has listed.
Why doesn't ebaY find them as easy as I do? I was once told that ebaY had shill software in place to discover the shillers. If this is true then why are these places still selling?
Why doesn't ebaY take care of this? Is it because most of these places are "Power Sellers"?

Hi Moose! eBay does NOT police auctions, and will not. You see, even if these are shill bids, they will get the final value fees on them. They only take action in another user turns them in, and then only a slap on the wrist. Now, if the seller requests FVF's be returned do to an NPB, eBay might get interested and then close down the shill ID, but who is going to turn in their consigner for NPB?
