Question
I am due to receive a UPS package that was shipped C.O.D. I know that I can pay by personal check, but I don't know who to make the check payable to...UPS or the retailer?
If anyone knows the answer, please share. Our sitter will be here to get the package in the morning and I am trying to get everything ready for her before going to bed tonight.

UPS just collects the check and mails it to the retailer.
They also don't take cash any longer.

You may want to ask the seller what name should appeaer on the "check". Also verify what kind of funds were specified in the COD. The seller can specify "secure" funds which would be in the form of a cashier's check or money order. Personal checks are not acceptable if "secure" funds are specified. COD is very common for initial B2B transactions.
