I went in to Paypal to send payment and they said I had to become verified or get and expanded use number, both of which take 3-4 days. This must be new since I have used paypal last. I have never had to do this for previous transactions.<HR></BLOCKQUOTE>

I have heard this a handful of times. Usually they are just asking if the 3-4 day delay is OK and I tell them it is.
Is this a non-USA buyer? I assumed this was some sort of verification they implemented for non-USA buyers since they can't use the AVS system for them.

without being verified buyers are limited to a $2000 sending limit - if they've reached that point, they cannot send any more funds without getting verified.
The expanded use # is the verification # system where they run a charge through the credit card for $1.95 (I think) and it puts a number on their statement for them to enter on the website and that gets them verified. Mostly used for international users though.
