Question
Beware!! Very Windy (more than I have posted in a year http://community.here.com/infopop/em...icon_smile.gif and goes off on several tangents)
I know this probably belongs in the Paypal thread but, I really wanted your opinions.
I do want to say ahead of time that this is the first time this has happened since the start of Paypal.
We received a paypal payment on 8/13 from an email address that did not match any of our Ebay buyers email addresses. But, the shipping guru being the industrious girl that she is, matched up the date and the amount so that she knew what to ship. I will say that this is not usually possible since we are one of those evil sellers ruining ebay w/ new items http://community.here.com/infopop/em...on_biggrin.gif We ship it that day to an address in Singapore even though they only pay for domestic shipping and it is not a confirmed address.
This morning, I receive a notice from paypal that she has filed a complaint for non-delivery. So, I go back and look for an email from her from either address (ebay registered or paypal registered). I only find one email (from ebay address) asking me to please ship the Purse charm to her friend her here in Iowa. Well, that's funny, she didn't order a purse charm, she ordered one that said "Friend".
Here is the issue:
Paypal's options for the complaint are:
A Show where you have already refunded the payment
B Show your delivery confirmation
C Refund it now
It has taken me longer to research this that it did to spend the profit, but I just want to know how prevalent this kind of thing is? I have thousands of completed paypal transactions (not my proudest moment) and this buyer is unconfirmed yet I have NO CHOICES. Paypal said that if I didn't refund it (which BTW is my policy if a buyer actually contacts me and says they did not receive their item), they would refund it directly and my access to MY paypal account could become suspended.
I am so tired of Ebay and Paypal threatening me and my business. This is the second time the gorilla has stepped on me in the last 10 days. This time it was for less than 10.00, but last week it was for over 1200.00. I used the one time payment to pay my ebay bill and like several times in the past they charged my card twice! Their response when I asked them to refund it, "oh don't worry, we can just apply it to next month. I can't refund it unless your balance shows a credit!"
(Beware: really going off on a tangent here)I have been reading the posts in other threads about Ebay's "improvements" and how they affect us. I can see myself in so many of the "cheerleader" posts. I thought I could just keep changing and growing my business so that I could continue to work w/in the Gorilla's reach, but I have to say that it might almost be over. I have watched over 1/2 of the people that sell in my categories just disappear.
I always thought that Ebay making changes was about them trying to control the Auction Management Programming companies. But, I can't help but wonder if it is not more about sellers and keeping them off kilter. If that's the case, it is certainly working.
Also, I can't help but think that there is another Checkout fiasco around the corner w/ the new "Paypal Improvements" that are coming. If you read between the lines regarding the new requirements to get your 1.5% back, it certainly looks like you will have to enable Paypal directly on your auction which means using checkout. Maybe eBay will give us a free gallery day so that we don't notice.
I am thinking that maybe my only visits w/ a gorilla should be at the zoo. Ebay is quite a bit of my advertising (certainly not sales) so I don't really mean that I am dropping them, but I definitely am going to restructure my business even more than I have in the last year.
I am done and probably should just delete this thread now that I have used you guys for my yearly theraputic outburst, but...

I usually call them up and talk to a live human when stuff like that happens.

That was a live person. She put me on hold when I asked for a supervisor. I finally called my credit card company and had them remove the double charge, but I am worried that will bite me too.
Bobby, I think when you said in another thread that most of us don't get the direction that ebay is going, you hit the nail on the head.

Welcome to the PP Hell! I lost $1,600 last year because of their lack of dilligence. You will have your account frozen, but not before you have a substantial amount of money in it (this is what happened to me).
I sent an item on 2/02 to verified address paid with existing PP balance. on 10/02 (8 mo. later!) he disputed CC direct with CC company, not PP. I sent all the proofs, re-stated that this was not a CC payment. 3 months later, PP being the accuser, judge, jury and executioner kept my $1,600. I asked them how can I get my computer back. They said ask the buyer, it's not their problem.
They actually waited several weeks until one weekend I had accumulated $1,600 in my account before they froze it. I know this because the date of the dispute was filed was about 3 weeks earlier. Since I was gone on the weekend, I didn't have a chance to transfer my money and that's when they froze it. I used to always transfer money every night.
Anyone dealing with PP is risking whatever money you have in your account. I also know one seller was turned over to collections when their account did not have the disputed amount in it to cover the reversal.
If you look at these links, you'll be amazed that they are allowed to stay in business:

Hi Shelia,
I started a thread on the board about taking international payments and I guess your experience is one for the "no" side of me!
But I don't understand why you are surprised or upset by paypal's action, since paypal does not "protect" the seller at all on international shipments.
One of the posters on my thread said it best when they replied that they justify taking the international payments because they make enough on the sales to balance out a chargeback if one happens.
Let me clarify, I would be upset too because I did send the item and now I am out the money and the item, but paypal stood by their rules here, so why do you feel they came down on you? I'm not saying this in a sarcastic way, I am just wondering what you thought they should do?
Answer
Oddly enough. Paypal just yanked back some money from a friend who sold to someone then became non registered. According to ebay/paypal, the seller needs to send all info to them since the cc was fraudulently used in the transaction. Oddly enough should'nt ebay be verifying their buyers first since they are paypal? Double dipping? What about the fees associated with the transaction? and the merchandise return, if any action is taken, which is unlikely.
So, the question is: Is ebay dropping the ball on their own entity?, leaving sellers wide open

I wonder what ever happened with that class action lawsuit against them... and the FTC's investigation of them as a possible banking institution?

THIS is where I just have NO comprehension of WHY anyone is putting up with payOLApal!??! How can they take money from you withOUT requiring the item be returned???
Had friends that are long-time upper dollar PS that had the same thing happen with a $600 set of china....they were blown off even WITH proof of delivery and had to eat it. Absolutely NO help from payOLApal.....just "tough sh*t...deal with it!" Of course, they "dealt with it" by dropping pp like a used condom and only taking their own merchant account again.
Still think that taking pp is like playing Russian Roulette with at least 3 bullets in the chambers!
