New changes to PayPal ... especially 1.5% ...

Starting on September 26, 2003, there will be two new requirements to receive 1.5% cashback on PayPal ATM / Debit Card purchases. The new requirements are as follows:
Maintain an active PayPal Premier or Business account
Have the PayPal Preferred on eBay preference turned on.
PayPal Preferred on eBay is a new feature that will be available to eBay Sellers at the end of September. This feature gives eBay sellers the ability to indicate to their buyers that they prefer PayPal. Buyers will see through participating sellers' listings that the sellers prefer PayPal.
Once the PayPal Preferred feature on eBay is available at the end of September, you will be able to turn it on from the PayPal website (click on the Auctions Link within the Profile tab) or from your Payment Preferences within My eBay.
These new requirements are in addition to the existing requirements to receive 1.5% cashback:
Obtain and activate a PayPal MasterCard ATM/Debit Card.
Have a valid eBay user ID and password registered with PayPal.
List on eBay at the rate of at least one item every three weeks.
Show PayPal in all of your eBay listings as the only online payment option that you advertise.
Sellers who do not meet these new and existing requirements will be disqualified from receiving 1.5% cashback on purchases. Disqualified users will have the opportunity to re-qualify by meeting all of the listed requirements.

PayPal Shops Discontinued Outside U.S. and Canada
Notice Date: August 21, 2003
Effective Date: September 26, 2003
Effective September 26, 2003, registration for the PayPal Shops directory will no longer be available to merchants outside of the United States and Canada. Merchants outside of Canada and the U.S. who are already registered for the directory will continue to be listed in the PayPal Shops directory, but will be able to modify their Shops' business information only by contacting Customer Service.

Question One: Has it always been a requirement that you hold an Ebay account to get the 1.5% cashback for using the PayPal card?
Question Two:
"Show PayPal in all of your eBay listings as the only online payment option that you advertise."
Does this mean that you can not mention in any way in your auctions that you accept BidPay (if you choose to accept BidPay)?
Question Three:

Does this mean that if you list a $10,000.00 plus item (say a car or rare antique) that you must list that you will accept PayPal?
Question Four:

How many sellers here are comfortable listing PayPal specifically as their preferred form of payment, as opposed to simply being one of their payment options?
Question Five:
Of those sellers here who currently get the 1.5% cash back on their PayPal card, will any of you relinquish this rather than pushing PayPal as your preferred payment option (and I do appreciate that some of you probably prefer PayPal payments).
Question Six:
Those buyers here that do not use PayPal - will you feel uncomfortable about buying and paying with a different form of payment, if PayPal is stated as being the preferred payment.
This is the only one of these questions that I can give an answer to. Subject to how this is "formatted" - I would probably write to the seller and see if they were happy with me bidding and sending payment - but that would be because I am aware of what this promotion is. Currently if an auction states that it prefers/encourages PayPal payment (or direct bank deposit - a uniquely Australian phenomenom), I don't bid.
Question Seven:
Will the "PayPal Preferred on eBay" have a seperate search engine or anything else to encourage bidders to use this feature, and discourage bidders from looking at auctions which do not accept PayPal?

Is this further discouragement of International trade on Ebay?

It has always been a requirement that you do not advertise any other payment service in your listings. I settled for only listing PayPal but my EOA has all the methods I accept.

The new American Express Blue has a better cash back program than the Paypal Debit card and they don't decline 50% of my transactions so I've switched over part of my spending to them. Unfortunately, they top out at $50k per year and they pay out only once per year but I think it's a good alternative.
