"Unverified" member?

What is an unverified member?
An unverified member has registered oneBay but hasn't verified their identity with us yet. Unverified members may transact and leave feedback oneBay just like any other user. But feedback left by unverified members will not count in feedback scores. http://pages.ebay.com/help/feedback/...-feedback.html
I was checking a seller's feedback today and saw this comment:
Good quality.
No change in feedback score: Feedback is from an unverified eBay member at the time. Next to the buyer's ID, where their feedback number would normally be, it says "Unverified," and links to the page above.
Something new or did I miss the announcement that everybody has to have their identity verified now?

I have only seen this with Chinese ID's, and quite a number of them. I have no idea why, but it has been that way for quite a while - I assume that the Chinese site has a different registration process. What nationality was the "unverified" ID in your case?

Hi Kevin. The user is located in the US according to his "My World" page. Registered on May 5, 2006.
In addition, the link to the ebay page I posted above is on the ebay.com (US) site.
The page, which oddly has a typo, doesn't say *how* one becomes verified.

I remembered that checkmark icon thing, Karen, but it costs $5. That would be pretty cheeky to expect new members to fork over just so their feedback will count, imo. The other thing that isn't clear is whether there are any other "penalties" for non-verified members that they haven't mentioned. What is the ultimate purpose of verification? If this is their way of cutting down on non-payers then I guess it's a good thing, but they could be more forthcoming with information about it.

I don't remember anything about being having my account(s) verified or paying $5 to start an account... am I forgetting that I paid $??

The "Verified ID" program's been in existence for years, at least 7 that I know of. I remember signing up for it shortly after they started it, but it's always been optional because of the fee.
Apparently they're starting to penalize users for not having it ... or some other process they're calling verification. I don't know if older IDs are grandfathered or not. Their communication leaves much to be desired.
