Am I the only person who didn't see this? In the gawd-awful mess that is their updated user agreement announcement, dated 11/30 -
Updated the U.S. version of the User Agreement, Payments Policy, and Fees Policy to reflect that Personal account holders may receive up to 5 credit card, debit card or Buyer Credit funded payments per 12 month period without having to upgrade to a Premier or Business account and updated fees for card or Buyer Credit funded payments for Personal accounts.

I didn't see it either. Of course, 5 in one year, wouldn't help much unless someone was just selling something personal and didn't want to sell on eBay regularly.

Yes, you can accept 5 credit card payments in one year. My year resets on Jan 17.
However, they have to be non-ebay payments. I currently have about 6 ebay credit card payments pending which I cannot accept or deny. Also one of the bidders emailed my and said they weren't allowed to cancel the payment either. That I would have to return it, which I can't because I have a personal account.
So their payments get returned in 30 days, and I get alot of emails from paypal nagging me to upgrade.

I know there used to be a little deny button next to the credit card payment in paypal(for the recipient). Is that no longer the case?

It was my understanding that if you accept PP for eBay sales, you HAVE to accept ANY type, either funded by bank account or by CC. Not doing so leaves you open to Negs from buyers, as well as the "nagging" by PP to upgrade.
Before they changed this, you could "deny" a CC payment. I'm not sure what has happened since the change by PP that you either accept all types or none at all. But it is one of the main reasons I no longer sell on eBay.

When this first went into effect, I stated I don't take paypal. I STILL had idjits try to pay me through paypal. So it might just be people trying to pay.

The deny button is still there, it just does not work if it is an ebay related payment. I can still deny non ebay credit card payments.
I make no mention of paypal in my auctions. Every so often someone will ask to pay with paypal. I send them my paypal address and tell them I can only accept payments from a paypal balance or a linked bank account. No credit or debit card payments.
A significant fraction would send my credit card payments anyway, which I would then deny. Now I can't do that.
My current pokicy is to tell them I only accept paypal e-checks.

I don't think that's always been the case though. I volunteer with a non-profit organization, and one of the applicants mistakenly sent her application fee to my personal email address instead of the group's address. I got the standard "you have to upgrade to accept this payment message" and that just happened last week.

It just goes to show sad it is that the "real" sellers caved so easily when PayPal started charging.
