OMG! Blackmailed! Buyer opened INR after I filed UPI! Says close or else!

Question
I'm so friggin pissed right now, I can hardly stand it.
It makes this situation sooooooo much worse (heh, to me) that this buyer is ALSO an eBay seller.
No replies to any polite reminder emails, so at 10 days I file UPI. THAT got some action. A flurry of begging to accept payment late (Mailed MO, at holiday time, already late now ) because they couldn't afford a strike on their account. {In hindsight, that should've been a huge red flag to check their feedback -- but who can be bothered with that I ask ya? }
I reply, sure just get it out today ok? (payment was due 12/17, auction closed 12/7)
I finally get the MO and ship 12/22. Post the DC# and a request to let me know when package is rec'd.
Oh my was that the WRONG thing to do!
More flurry - this time demanding the UPI be closed. UPI is only for payment - has nothing to do with whether item is rec'd or not, they write. HUH? Now I'm finally seeing red flags. A whole army of them.
I politely again say I'll close the UPI no problem once they simply state package rec'd in the UPI record.
Now the buyer accuses me of: punishment, power trip, control issues, etc. They open an INR (Item not rec'd dispute) 1 day after shipment. Buyer actually writes in INR: You close the NPB, I'll close this. And that is MY last word on this subject. In for a penny, in for
a pound. Blessed Be!!!!!!
I wrote to eBay on 12/23, of course I've heard nothing {***see post #4 for eBay's response just rec'd}. Anyone have any ideas on that front? Isn't that fraudulent filing?
Next I looked in their feedback. 2500+ with 7 negs and 19 neutrals in the past year. By the by, most all their auctions are run as "private". Here are some exchanges:

What now? What would you do?
Do I stand firm in asking them to state package rec'd in the UPI? I used DC and they have access to the number.
I considered returning the friggin $9.45 paid for this hell and calling them unpaid - but that seems like a lot of hassle and potential for exponetial escalation.
However -- I am being blackmailed with an INR dispute. I've posted in that separate dispute the shipping info. Will it be closed at some point thru eBay? Do they care? I've only dealt with PayPal bogus claims - not on the eBay side.
My last comment in the UPI process was: eBay states this dispute should only be closed if "We've completed{*} the transaction and we're both satisfied." {*}Completed transaction ends with you acknowledging receipt. In my opinion, you've demonstrated a vindictive and less than professional attitude. As previously stated in the interest of prudence, I requested you state here when your package was rec'd. This will remain on the record "package rec'd" and serve to color me "satisfied". Only then I can close this matter. Their response? *yawn*
Thoughts?
  • Am I being unreasonable to want buyer to state package rec'd?
  • How can I trust this person to close the INR at this point if I did close the UPI?
  • When do you close an UPI if you have to open one as a seller?

Well I'm afraid IMO you brought it on yourself.
Once you had payment in hand, the fact that you decided to blackmail the buyer first, into giving you good feedback before you would close the UPI, probably sent off alarms in her head to.
You had her money, you still had the ability to leave a negative, why did you need further threat?
As a buyer I would be afraid I was now dealing with a vindictive seller. I'm not saying you are, but as a buyer who doesn't know you, thats certainly the impression your giving.

The guy opened up an INR after I filed UPID and ebay found in their favor and put a blackmark on my account and told me they'd only remove it after I showed proof the buyer received the nonpaid for items. And ebay refused to grant me FVFC on an over $60 not paid for transaction.
What kind of money order did the buyer send you? Could it have been a fake money order? Or the money order could've been reported lost and will bounce later?
Well, try not to worry about it today. The problem will still be there tomorrow.
Be sure to put the person on your blocked bidder list and guard your listings though. Remember what happened to pirate.

Umm, Doofy - where did I say that (the bold part)? I asked her to state package rec'd in the UPI dispute. I went back over what I wrote and I don't see where I asked for feedback of any kind. If I did, would someone please show me where?

I don't see it as a condition - I guess I can see where it may be.
I'm only going by what eBay says to do on the dispute itself.
You can close this dispute if
- You and the buyer are satisfied and if I want to close it, one of the choices says
We've completed the transaction and we're both satisfied. To me, "completed" means buyer acknowledges receipt and "satisfied" means that I can have some record/means of protecting myself.
I'm simply asking for a receipt confirm because the buyer has been a PITA from the beginning - and then promptly cemented my suspicions with the INR business a day after she knew I shipped it. Then come to find they have a temper display history in their feedback.
