Hi
I put up a club99 auction (relist) and I just noticed it's a buy it now format.
I went to revise my auction and I didn't see a place to change it.
I thought I would up the price to 1.99 buy it now.
Ebay wants to charge me .15 cents extra. (I guess because it's not .99)
Is it possible to change a buy it now to an auction format?

I don't think you can change format on an active listing.

Not if it's a Fixed Price auction. Once it's running you can't change auction formats. However, it is possible with an ordinary auction with Buy It Now to remove that option but you don't get a refund on the BIN listing fee.
