Answer
Something wrong with the recipient's account? Just a guess...
Answer
I had this happen a while back (about a month ago) when I was TRYING to pay for an auction I had won. The seller's account was the hold-up. It took almost 2 weeks of DAILY trying to pay for this auction before PayPal "let it through". My seller was a new seller, and from Canada, if that makes a hill of beans difference. I think the problem, or hold-up, may have been whatever verification process PayPal has. The selller was very laid-back about the delay, but I was getting frantic - as I ALWAYS pay within hours of winning, and almost 2 weeks was just WAY too long for me. (I never did find out exactly WHAT the problem was, and the seller never informed me of the why.)
Good luck!
Answer
No it's my daughters account and I was paying for a musical insturment for granddaughter for school. I've sent money there before over the years. she's had it forever.
I'll have her call them to see what's going on.
Answer
If it's a personal account I think they have a limit of how much they can receive in a month. At least, I seem to remember something like that about personal accounts.
Another possibility is if you have a bank branch of the bank they use in your town you can make a deposit to her account at it.
Answer
If it's a daily limit, then you could try splitting the total amount into smaller payments and send them over a series of days.
Be sure to indicate it's for buying a product, not just a money transfer, esp. if you are using a credit card to make the payment.

Why does my Personal account now have a receiving limit?
We have not changed the intent behind the different types of PayPal Accounts, only the enforcement on our account types.PayPal considers the receiving of payment types that include eBay Items, Auction Non-eBay, or Goods-other (website sales) in excess of the Personal account limit, to be beyond the normal level of personal use.By requiring Premier or Business accounts for all accounts that receive a large volume of payments, PayPal ensures that all high activity selling accounts are treated similarly. If the recipient's account is frozen because it is overdrawn, s/he will not be allowed to receive funds.
It's a cruel irony. The one thing that could relieve the overdraft right away is not allowed to happen.
All PayPal will let you to do in this case is transfer money in from a bank account. You can't even move money from another PayPal account you own to the frozen one.
Happened to me and to some other people I know.
