Since we're talking Paypal policies, I discovered the following this week. If you use your Paypal debit card to get 1.5% cash back and you are also signed up for backup funding where they take the remainder of the charge out of your bank account if you don't have enough in the account you will not get your 1.5% cash back if any part of the amount is drawn from your checking. It took me a while to figure that out because it looks like you do get the cash back. The cash back reward will still show on your account, but they take it out of your accounts as well.
So, say you make a $100 debit card payment but only have $90 in your account but you have the backup funding option. They will use the $90 in your account and they will remove the $10 from your bank account. They will show you a $1.50 cash back bonus. However, the original transaction will have a $1.50 additional fee on it to remove the cash back bonus.
