It has been 15 days since I paid for a buy-it-now CD with PayPal; the seller's stated policy is to ship 2-3 business days after receiving payment. My e-mails are not being answered. How long should I wait before beginning the "not received" process with PayPal? This is one of those giant sellers and I'm suspecting that he was listing an item he did not have in stock. Thanks for any ideas.

He very well might be sending it via media mail (which can take very long sometimes, up to a few weeks, and other times is just as quick as first class). Not saying that's what he's doing, but it's certainly very possible. There's no excuse for him not answering your emails, though .... if you file an item not received that should get his attention and hopefully he should contact you then to let you know what's going on.

forgot to answer your question, must be having a senior moment. I'd go ahead and file now - it's been 15 days after all, and he hasn't answered your emails.

Sometimes items just get LOST.
somtimes they get returned to seller after a very long time.
Sometimes emails sent thru ebay look like frauds and get deleted.
Sent the email directly to his email from your provider and not thru an ebay link. just an idea, it works on my end.
If hes truely not getting your emails he thinks all is okay probably
