I am wondering if anyone besides myself is having trouble going to ioffer.com. I keep getting a message that website cannot be found. Please tell me that this is just temporary and that the site is not permanently down. Thank you.

I get the same pop-up - server can't be found - prolly a temporary glitch.

It looks like they're having problems with their DNS servers. The site is up and running if you use their IP address to reach it.
http://63.211.140.205
...but since all the links on the site are coded with the domain name instead of the IP address you'll get a lot of server not found messages unless you substitute in the IP.
