The mutual agreement policy thing says 90 days, but what about feedback from 8 or 9 years ago... before they had mutual agreement feedback removal? Is it possible?

Sure it's possible, but probably not practical. Provide eBay with a valid court order finding that the disputed feedback is slanderous, libelous, defamatory or otherwise illegal.
Or better yet, get to know an eBay feedback guru very well.
