post office mailing packages for ups drop off store

not at my post office, but one nearby, i was b.s.'n with the postmaster and he was telling me that they get alot of business from ups dropoff stores or ups stores- not sure which for sure. (considering the closest "real" ups store is 20 minutes from that office, i doubt it was a ups store)
so, customers are bringing their packages to be shipped ups, the stores charge the ups rate then save money by shipping them u.s. mail
thats f'd up

I dont' think they are that desperate to make a buck, they just want the stuff to get to the other end in one piece.

I live in a very small town. I've lost count of the number of times that a UPS driver comes in with a stack of packages while I'm in there and hands them to the clerk for the PO to deliver.
One day I made a remark about understanding now why my packages get to me so fast. The UPS guy laughed, the PO clerk was not amused.

I believe this has been going on for a while. Thought it was for those small areas which UPS does not find profitable to serve.
Some UPS store also handles regular USPS mail. I think those are the Mailbox stores. Some do not want to wait on line at the post office. So they pay extra and and have them wait on line for them.
