Hi, everyone!
Does anyone know what Paypal’s requirements are to accept debit/credit cards? I guess I’ve used PP for so long I was unaware of an upgrade fee.
I purchased an item from a newbie who had Paypal set-up in his/her auction, and I paid for the item with PP within a few hours. Seven days later and not having heard from the seller, I checked my PP account to discover my payment had been denied on the payment date. I e-mailed the seller and s/he stated that they must pay $29.99 to accept credit/debit cards, leading me to believe they are not in a position to do so. Could s/he have misread the info?
Just thought I’d check with you guys if there is an upgrade fee, as I can’t find anything about any fees on the PP web site.

There is no fee. The seller now has to upgrade to the business account and he/she thinks he/she can get away with not doing it. The upgraded account has fees associated with accepting payments (something like 2.9% of the amount paid plus a 35¢ transaction fee) whereas the personal one does not. This seller is just trying to stay under the radar.

To add to Maries answer...eBay sellers aren't allowed to only take "personal account" type payment via PP. You either take all payments, regardless of how the buyer funds them, or you can't take them at all. It was one of the current changes eBay made concerning payments a seller can or cannot accept.

Given the amount she quoted - I think yes. I think she misread the 2.9% and thought it meant the $29.99. Being new, she probably paniked a bit.

Actually, you can still accept payments if you have a personal account but you cannot advertise that you accept paypal in your auction.
If they advertised it in their auction, then you can report them as a non-performing seller.

Thanks for the help - you always come thru...
Guess I'll just send snail-mail payment and wait what seems like f-o-r-e-v-e-r for the item to arrive. I don't want to report the newbie and get them in trouble - I remember what it was like starting out... I will mention that they need to drop the PP logo if they are not accepting payments - I'm surprised other buyers haven't complained.
