you don't have to have a credit card on file with them...correct?
I just started using them again and I obviously have a bank acct registered and I am verified,but I dont have a credit card on file with them anymore....that won't effect anything...will it?

You don't need a credit card to use PayPal, but you really should. Why? Well so you preserve your right to charge back in the event you are unhappy with a purchase, you change your mind, it isn't the color you expected, or any number of reasons. As a buyer, PayPal in conjunction with a credit card is your best friend.
For the same reasons as outlined above PayPal can also be your worst nightmare as a seller* ;-)
* in the 0.01% of cases where you're the victim of "theft by PayPal" aka "charge back fraud".
