Almost 24 hours later, I'm still seeing the message that recent activity is unavailable, and now there is an added mention of the 10pm-1am maintenance.

At least the debit card is working. Somtimes when paypal is down the debit card is declined.

Actually you just need to click on the "view your complete transaction history" and your recent transactions are there.
I think right now it's just a problem with displaying that recent transaction section right on the 'front' page.
