Here is my best guess. The only additonal promos on eBay's US site will be worthless this month. You know, discounts on subheads, or highlights or gallery. The next likely decent promo will probably be Valentines/President's Weekend and it might be for fixed price things.
The next few months are among the strongest on eBay each year, so they don't have to do much pump priming until the early days of Spring when people start going outside again.
So anything they do in January is just to promote the extra-cost features they want you to use.
