step 1- sign up a new id through another ip address, have the contact info match the ebayer you wish to have eliminated. to make it easy on the ebay staffer have the user id closely match as well.
step 2- bid on the competitions auction with new i.d.
step 3- report the bid to ebay (this should be done with another i.d. not
your normal selling i.d.)

eBay can be very forgiving if you report something like this before someone else reports you. And, the actions you take as a seller will help cover your tail.
If someone bid on my auction with an ID that looked like it was an intentional close "copy" of my own, I'd look up the contact information to see if it was equally as fishy. If it was, then I'd cancel the bid, block the bidder, and report the fishy ID to eBay.
I'm not saying it's foolproof, but I'd have a chance.

Just another great illustration of how flimsy eBay's "security" is when it comes to Buyers. As long as you can get a functioning email address (and it seems eBay happily accepts email accounts from anonymous places like hotmail.com, etc, for buyers anyway), you could set up an account under Daffy Duck from Orlando, FL or any other conglomeration of bogus info.
Until eBay begins requiring ID verification for buyers (beyond a laughable email verification), sellers will keep being at a huge disadvantage security-wise.
And anonymity can often lead to bold and/or antisocial behavior, dontcha think?

i just recently added another ebay i.d., and even used a real website email address, not a yahoo or hotmail, and was required to add a credit card.
i think things have changed, in the past that would not have needed a c.c.

There were reports here on here a couple of years ago of something very similar happening to DVD sellers. Someone here got caught up in it, through a "relationship" with someone who was brought undone in a similar way. They NARU'd something like ten ID's that had a business relationship to a larger DVD seller. From memory on that occassion the "opposition" (it is assumed) had bought a DVD from the seller, and just registered a new ID with the sellers name and address and started bidding on their items.
The investigation process is flawed. And a legitimate seller can not defend themself because they are made NARU before they are aware they are being investigated. They then have a tarnished reputation with regular buyers who see that they have been NARU'd and do not know why, not to mention the huge difficulties in actually contacting the Ebay monolith to resolve the situation.

However if you bid from the same computer you use to report them with the ISP addresses should match and eBay should check that.
But hey it's easier than that. Just report them for selling counterfeit goods. eBay is quick to shut those down.

FWIW, I registered a new bidding ID today, and expected to have to provide a credit card number since the e-mail address I was using is a freebie one (G-Mail). I had my card handy, but eBay didn't ask for it after all. I was surprised.
It appears that I could have registered under the name of "Sharon Shiller", "Betty Bottomfeeder", or "Debbie Deadbeat", and it wouldn't have mattered to eBay.

Nope... and why would it? eBay has no incentive to implement stringent bidding ID verification. Yeah, sometimes they have to return FVF to the seller (after jumping through some hoops... sometimes flaming hoops), but they get to KEEP the listing fees.... ALWAYS.
I especially liked "Betty Bottomfeeder". hehe..
