Canadian Postal Money Order??

I received a money order in Canadian dollars. My bank said it would cost about $30 to cash and take awhile to get in my account. I don't normally take anything but US dollars.
Should I just send it back to the buyer, or is there a way to cash it somewhere. I'd really like to cash it even if I lose a few dollars. It's for just over $300 Canadian. The win was for $260.99, so I guess he added for the exchange rate.

Who issued the money order? Was it Canada Post or American Express or which specific Canadian bank?

Is it an international money order? Will the US Postal Service cash it?

There is a phone number to verify it and receive a verification number.

371.51 Valid Postal Money Orders
Valid postal money orders issued by countries listed in 371.2 [Canada is included] will be paid in accordance with the procedures for cashing domestic money orders (see DMM 509). However, no international money order will be paid after the expiration of the validity date on the money order.
14.3 Cashing Money Orders
14.3.2 Redemption
All U.S. money orders, including military, may be cashed at any U.S. post office or bank. Subject to funds availability, money orders may be cashed by rural carriers.
