Starting next week, on eBay.com we will begin requiring members who have 10 or less feedback to complete a brief tutorial before leaving their first neutral or negative feedback. The tutorial will educate new members about the feedback system as well as ensure that they are aware of the various communication tools available to them prior to leaving feedback for their trading partner.
In addition, we'll be updating the current page that all members see prior to leaving neutral or negative feedback. The updated page will emphasize the importance of communicating with your trading partner on eBay prior to leaving feedback. It will also urge members to make sure they have given their trading partner enough time to fulfill their obligations. (This change will be introduced to all other eBay sites in early December.)

Now the question is, will they still remove the feedback if an NPB answers with only "." Yes, I have had people tht do that. they just left a DOT as answer.
I think the seller should have more power, since a member can just "answer" the npb complain so that they can get away with things.

I like the part about the tutorial, but the rest is pretty weak.
If I'm reading it correctly, all the bidder has to do is respond to the UPI, and their feedback is non-removable regardless of whether they actually PAY or not. Is that the way y'all read it?

They could expand upon it too. Remove all neg feedback from Not Registered Users.. .then delete remove their ebay id's from the databank in ebay. Clean house....so to say.

I think feedback should have some indicator that the bidder is involved in UPIDs. I mean, I'm in the middle of an UPI dispute with an bidder who sent an "I will be sending payment" message when the auction ended. No payment. So 10 business days after EOA I sent an eBay Invoice Reminder. No payment, no response. This morning it's been another 7 days (calendar) so I opened UPIDs on the won items. She's been busily bidding on other auctions, so I know she's not fallen off the planet or unable to get online.
She's only received 3 feedback, despite that fact that she's won over 25 auctions in the last several weeks. All 3 feedback were left weeks after the auction ended, indicating perhaps that she's slow to pay. That she hasn't received more than 3 might also indicate more non-paid sellers.
If I could see on her feedback rating that one or two other sellers had had to open UPIDs with her, I would not have waited so long to file mine.
Maybe UPI Disputes is too much information - I know there are sellers out there who file them on the 7th day no matter what, and it's not always the buyer's fault. But a deadbeat can drag the UPI dispute out for weeks, and during all that time they can be merrily bidding away.
Does anyone know if there's a limit to how many UPID's a person can have filed against them before their suspended? Or are they only suspended when they "lose" the dispute and get UPI marks against their records?
I really, really think UPI marks should appear in feedback. Heck, a Negative feedback can be left the minute the auction ends, and is sooooo easy to do. But getting an UPI mark takes quite a bit of effort, yet it doesn't appear. Negative remarks can just be brat-talk, but they're on the record. Doesn't make sense to me.
I'm not sure I'm making sense this morning, either...

I definitely agree with the actual subject of this thread!! It completely stinks that just because the other party responds to the dispute, their words are deemed to be valuable comment on your actions. Especiall when a response can be anything from an apology & payment to "kiss my rosey rump!" and no payment at all.
Does anybody know how many UPI marks it takes before suspension happens? I've never seen it actually stated anywhere, but I may have missed it.
I'm expecting to receive a negative from the buyer I was discussing in my previous post, but as long as she responds to the dispute, her comments are written in eBay stone. Excellent.
Oh, wait a minute, I just reread the announcement. Only the rating will be removed. The comments remain for posterity.

Just because someone has fb of less than 10 doesn't mean they are new. Now anyone creating a buyer id has to be talked down to via tutorial like they don't have any idea what they're doing.
I think that negs by npb should be removed though. I've had some people leave bad feedback for me within seconds or a few hours of a listing closing and ebay said that it wasn't proof of harassment.
