Answer
Looks similar to a wool /cotton carder ued to prepare the fleece for spinning. There should be another smaller wheel that goes along with it. (IMHO) Paul

Answer
A stone-age document shredder for use by cavemen?

Answer
Well, that wheel on the outside tells me it was belt driven.
Looks homemade....
I am gonna bet that it is a crusher, maybe corn or grains...
Perhaps a thresher of some sort?

Answer
if it had a crank on it and some metal tines I would call it a big old music box drum.
since it is so crude though I would agree that it looks like some kind of home made grinder. Is there a shoot in the bottom that crushed corn can fall through?

Answer
theres no shoot, but it looks like something went underneith it.

Find somebody with spare space in an antique mall and stick the words "PRIMATIVE Grinder Thrasher ~ Would make a great end table" on a sign; stick a $275 price tag on it; and split the profit!
Think outside the box buddy.

Answer
Does it have signs of lots of water over it for years?
Or are there stains in just some portions?
I do think it was for aligning the fibers of something - say, taking seeds out of cotton or carding some wool or cotton fibers for battings or something.
What is the shape of the part around the sides? Does it follow the curve of the roller? Is there a slot in the bottom or side for a layer of something to come out?
Do you know where the item came from originally?

Answer
the blue stuff on it looks like grape juice, might be a some attempt at a crusher before pressing?can't see it being very effective, it just looks like wine making equipment because of the blue staining.
