Are the eBay and the PayPal fees combined?
OK, I did the comparison with one item; different features, but I don't see where the Reserve Fee was returned when the item met reserve.

Yes, in the "Summary" table they are combined (you get the total selling fees for your item, including Insertion and Listing Upgrades fees, Final value fee and Paypal fee).
Anyway you can look at the "If you sell your item..." table if you want to know "eBay Final value fee" and "PayPal fee" in detail. The "Insertion fees" table shows details about Insertion fee and Listing upgrades fees too.
You also have the option to exclude PayPal fee by choosing "No PayPal" from the "PayPal Payment type" dropdown box in the fee calculator's input form.

Look at the "Unsold" column in the fee comparison table.
This shows you how much you'd pay if you don't sell your item (no bids or reserve not met) and includes every Listing/Listing Upgrades Fee plus Reserve fee.
The "Sold" column, instead, is about the fees you'd pay if you sell your item at the estimated final value (then reserve price is met), and includes Listing/Upgrades fees, Final value fee and PayPal fee (if applicable).
This value does NOT include the Reserve fee, since it is refunded by eBay if item sells.

Yes, P&P is for "Postage and Packaging" (or "Shipping and Handling" if you prefer). Do you think "S&H" would be more clear?

This is not always true.
If you look at entries #1 and #2, yuo'll see that eBay Store has lower insertion fee but is more expensive when you sell your item ($10.33 VS $8.38).

It still amounts to advertising, which isn't allowed. Having the link in your signature file, like you do, is the way to go, but if you are talking about your service, free or not, it's promoting it, and falls under this policy.
