I think it's starting again in Nov, since my Nov 2nd withdrawal was expired and I get credited.
So pay a close look on your accounts for strange behaviours.

and today I just got double debited again. Yesterday was credited.

I'm glad you posted this. No, I don't remember when PayPal credited double payments, but it surely happened to me today.
Tomorrow (well actually today) I am going to call PayPal and write to the bidder to see what is actually going on. I have more than one of these items, so I thought that maybe she wanted two sets; however it is the very same eBay number.
So, how did PayPal resolve the problem previously?

It took them the whole month to fix.
They just said "glitch in the system we are working on it"

Your post reminded me of something, in addition to me being able to see someone else's shipping information (see this thread).
DH and I ate at Wendy's twice recently, and used our PayPal debit card to pay for it. No problem. The charges were deducted immediately, as they always are.
Several days later, the charges came up as "expired", and the money was put back into my PayPal account.
The next day, the amounts were RE-charged, and RE-taken from my account. Never had that to happen before.
Weird.

Usually if you eat somewhere and you include tips, they'll refund th paypemtn without it even showing up in the history, unless you go back to that specific date and they'll re charge a different amount. So I'm gettin gused to that.
This one is the problem where they either take out 2x the amount I take out or they credit me double. And 2 days ago, I started seeing people paying me 2 times 1 minute in between for the same item.
