Just got one of those head scratcher FB's

Question
Neutral FB for a half.com sale ($1.45):
while i got my item thanks anyway
That's it. The buyer has 1 fb, and has left 4 FB's, 1 neutral (me), 1 neg and 2 pos. All of the other FB's have sentences that express thoughts and opinions.
I'm tempted to leave a neutral along the lines of
time carrots far chair

A revision of the entire feedback system is overdue
I've had over 200 transactions where I have always left feedback (only one neutral) and have only received 175 in return.
While some may consider feedback an inconsequential number - they are usually the people that already have about 700 or more accumulated - I think it is an integral part of the entire transaction.
What I propose is that No feedback would be recorded to an account until both parties left feedback!
It may not be the total solution and I am sure problems may arise out of this but something has to be done about those that accept feedback and never leave feedback! Both sellers & buyers are guilty of this practise.
What are your thoughts? :*)

I think requiring both parties to leave feedback before the feedback would show up could actually lower many people's feedback percentage; negative feedbacks are much more likely to be left than positives. And if you didn't like the feedback someone left you, no problem, just don't leave feedback for THEM and no one will ever see your neg. Who would ever want to risk leaving feedback first?
I do think that once you have maybe 50 positive feedbacks (over a period of time, not just a month or something) the total number really IS inconsequential in most buyers/sellers minds. The percentage is much more important.
Of course this is my opinion, from the viewpoint of having more than 50 feedbacks on several different active IDs. On one ID I left 1357 feedbacks, received 950, and have a feedback score of 771 (100%).

1999 was a good year for Andy. Those were the days when anyone can leave a feedback (neg & pos) for anyone else without having to be transaction related. You should see mine in the early days .
Also, signing up new accounts was simple. You can sign up 100 accounts using the same name, etc.

(and so is the eBay "community") I couldn't agree more. It seems the bigger the eBay community grew, so did their number of rules and restrictions. You now have a group within this *community* that begins to practice *civil disobedience*, not because they are criminals, but because they believe the rules are inapproporiate and unnecessary. You have now lost that *sense of community* because of the imposed restrictions the orginal community didn't need because they were able to self-regulate themselves.

What's this I hear about 88% feedback returned?? That's awesome! We've just started and have about 28 sales, and only 7 feedback, and we're grateful for each one lol. I wish 24 of our customers would have left feedback, we'd be making a ton more sales.
