I keep pressing SUBMIT LISTING and this is the message I get. Figures since this is almost the first time I have had time to list anything in the past few weeks.
Answer
It has been intermittent (and on the Australian site) for the last two or three weeks. I have so far found that waiting a few minutes and submitting again works, but I didn't list today, so it may be worse now.
