I have a Personal account still & would like to know if Echecks are an option avalible for international payments via Paypal. I looked all over the Paypal site, but couldn't find any references to it one way or the other.

yes, it is. And it's MUCH better for the recipient, they pay much lower fees. My suppliers are loving it. I did one by accident and the recipient told me it cut her total fee by $100 (granted, this was a 2,500$ deal but still, that's a lot), and they just have a wait a couple of days for it to clear.
