Why does Paypal require SSN or Credit Card to withdraw??

Question
My DW signed up with PP as a business account against by advice (she will learn the hard way).
To transfer more than $500/month to her separate checking account, PP requires either the SSN or a Credit Card!
She asked me what does that have to do with getting her own money transfered from her account? (she's starting to see the light with PP).
She will never give them her SSN or CC number. What's the alternative to get more than the $500/mo. limit?

Fraud prevention. They want your SSN or cc on file so they can run your credit report to verify your identity and approve the higher limit.
This seems like a pain in the rear I know, but it's good because it helps protect us all against fly-by-night scammers.

Don't give them any such information. Just get a PayPal debit card and take out/spend as much as you want up to the daily debit card limit.

She has her checking account verified with the two small deposits PP has made. Obviously that means the bank had verified who she is, and has her SSN on file in order to open the checking account.
I don't believe fraud has anything to do with it.
To further prove my point, if she gets the debit card she can withdraw more that $500/mo., so what's the point of giving PP this info?
BTW, having a debit card from anyplace is like signing a blank check and loosing it. Anyone can withdraw money from your account as long as they have the acc't number. Ask my wife. She had a restaurant double charge her debit card with 2 different amounts about 2 hrs. apart. It was a headache to get the money back.

Don't you have to give them your SS# to get a Paypal Dredit Card?
Plus it appears that a credit card would still have to be registered before one could apply for a debit card.

I don't believe there is an alternative.
You either have to play by their rules (give them your credit card number) or find another way to accept credit cards.

Hmmm... They have no cc# or ssn# on file for me... The rules must have changed since I got my debit card.

I don't see there being a massive jump to the sanctity of a credit card number once you've already given them your personal information, bank account number, routing number, and access. If it bothers her that much get a credit card with an extremely low limit.

No problem with giving CC number, probably will. But big problem with SSN!
I'm only afraid that PP will charge her credit card and it will be a battle to get it returned.
PP steals money from peoples account, so why should they not steal money from her CC?

Given the choice, if they were going to "steal" - I'd rather have them take it from a credit card. Then I could have time to deplete my bank account of funds and do a chargeback on the card. If they took money from my bank account I think it would be a lot harder to retrieve.

If your wife is a seller on eBay, doesn't eBay already have her credit card number? PayPal is owned by eBay.
