I have an item that was sent out June 2nd 1st Class with DC (label created through eBay/Paypal). Sent to address provided by Paypal. DC says delived JUne 4th. Bidder emails me to see if I had shipped it. I sent him the DC and pasted in the info that says delivered. Bidder lives in Apt. B so I guess that means a small apt building.
He emailed me this morning saying he would look into on his end.
This item was one of the first I insured through DSI. I doubt they would pay the claim since DC says delivered.
Will I be covered under PP protection plan since DC shows delivery?
What if he does a chargeback through his CC?

I ran into the same problem some time ago.
DC said "Delivered on xxx", and buyer says "Didn't receive". He lived in a complex and some mail got left at "front desk" and some at his door.
Could have been stole? Could have been delivered to wrong door?
In the end, I refunded him, even though I could have fought it and won.
At that point I started getting Signature Confimation on higher dollar items.
But, to turn it around-
I recently posted that I had not received a package, even though the DC number sent to me by the seller showed it as "delivered".
I got it a week or so later.
It could be that the PO scanned it as Delivered before it actually was.
Some say the "delivered" only shows it made it to that zip code.
I don't know if that's correct or not.
I have watched my Mail lady scan my deliveries as she handed them to me.

Oh, gee! I just went thru that myself last month.
DC showed it delivered, but buyer said, "No it has not."
It WAS finally delivered a few days later.
(Mine was to an individual home, though, and not an apartment building.)
A most stressful time - for us both, especially since she contacted me just before Memorial Day weekend.

Your item was shipped with delivery confirmation # , which, as you know, shows the item was delivered. At this point, you need to contact your Postmaster so they can speak to the carrier to determine where they delivered the item.
If, after checking with your Post Office, you do not find your package, please contact me so that we can initiate a mail fraud investigation. Since Delivery Confirmation was utilized, the Post Office will investigate why you never received your package, because someone, somewhere, has it. Mail fraud is a felony and the Post Office takes these types of complaints very seriously. At some point you will have to sign an affidavit and submit this to the Post Office during the investigation.

4 TIMES! It worked for me.
Same thing when some claim damage, and you tell them they will need to file a claim with the USPS and SIGN IT to initiate a claim for damage during shipping.

I have a similar message I send in response to these "missing" package complaints. I am not saying all reports are attempts to defraud the seller, but it appears that most are, since dozens of my so-called "missing" packages have also miraculously appeared within days of my email.
As long as the transaction is less than $200 or so, Paypal will be satisfied with the Delivery Confirmation number. I did have one buyer who did file a chargeback but it didn't cost me.

There are an increasing number of buyers who think they can get away with fraud. And many are. But I bet there are also those who are getting arrested and we just don't hear about those.
I also bet that in some places the USPS is scanning the package in their office and then maybe delivers it in a day or so. Not according to regulations, but wouldn't be surprising. And I've heard more than once that packages delivered to apartments or at the front door of someone not home wind up not being found. They can be in the bushes outside, picked up by the neighbor for safe keeping, stolen, picked up by family and put any number of places, etc. I always mention those possibilities when someone tells me the package isn't there. It isn't bad enough that the DC is worthless for lost packages when it doesn't even show the package was shipped, now we have to deal with DCs that show delivered when they haven't been. Sounds like a good time to start filing postal complaints.

I stole that from another board, it works very well. The secret here is to not accuse the buyer of anything but still make them aware that they are not going to get away with anything if in fact they are trying to scam you.

This past Christmas season, I had several claim that they didn't receive their package when d/c said it had been delivered. I sent similar email to them and all of them found the package within a day.

The item was under $10 including postage so I don't think he is trying to scam me. I did ask him to check with his landlord to see if s/he had it and just kept forgetting to mention it to him
