Sellers have long requested that the PayPal Seller Protection Policy (SPP) be extended to international transactions. I'm pleased to announce that we will be expanding SPP in mid-June to cover US, UK and Canada sellers who ship to confirmed addresses in the US, UK and Canada.
To increase the number of items that qualify for SPP, PayPal will also be expanding the methods we use to confirm a buyer's address. Paypal is up to its semantic games again.
They state: "Please note that online proof of delivery remains a requirement for coverage under our SPP"
Yet it is impossible to get proof of delivery for international shipments from the USPS unless you use the outrageously expensive Global Express service. And UPS adds on expensive brokerage fees. I doubt there are many sellers who will be able to meet the requirement unless they deal in high priced items where confiscatory shipping fees are not out of line.
It is also limited to the Canada and the U.K. Not my definition of "International" or even "English speaking" countries. How about Australia, a major source of business for many of us?
So the coverage means squat for most of us who sell worldwide.
I guess it is just more "spin" from the Paypal/eBay management who have never shipped an international package in their life..

That one little line pretty much makes this "major upgrade for sellers" about as useful a homeowner's insurance company announcing that they are now expanding their coverage on all homes in South Dakato to include damage from tsunamis.
