Nope, it's a scam. Every legit PayPal email reminds you "A genuine PayPal link will always begin with https://www.paypal.com/."
This charmer says "http://www.paypal.com . . ."
You might want to forward it to spoof*paypal.com. They'll be grateful.

Alert! There is also an email circulating saying you need to change your password in paypal. With it is a link to paypal, supposedly. After receiving it five or six times by boyfriend looked it over, thought it was legit so he linked and changed it. Several nights later, he woke me from a deep sleep, FREAKING out cause his credit card had been charged with 1600.00! he went to pay for something and they told him he was over his balance. He never keeps a balance so he went to paypal and there it was. After much worry on his part, paypal, ebay, and his creidt card company are working to take care of it and prosecute (or so they say)
I couldn't belive it happened to him of all people, he is so paranoid about his money but I looked at the link and I swear it had the https, secure link. Of course, I was also half asleep stumbling around trying to figure out what he had done.
Just BEWARE, and NEVER link from your email.
It was not pleasant around here for a few days.
