In the past 3 days I have had a few international buyers pay with paypal even though I state clearly in my auction that I accept US confirmed only and that international buyers had to pay with bidpay. I had the check in the block non us buyers in the payment receiving preferences. Each time I had received payment, I have had to refund and quote the TOS in my auctions in the note to buyer section. I have checked payment receiving preferences each time this has happened and each time the check mark has been removed by paypal. I just put the check mark back in again yesterday after paypal removed it and this morning sure enough it's gone again!
Even better this UK buyer thinks I can send her a 2 to 3 pound item for a few bucks! Good grief.

My preferences are staying stuck, but this past week, a customer who had just moved went from a confirmed address to an unconfirmed one. PPal let her payment through even though my preferences are intact at their site.
I wrote them a letter essentially thanking them for putting me in a position where I either take a chance w/no protection or refund a small amount and look like a schmuck to my customer.
Not surprisingly, I haven't received even the courtesy of a form letter back.
