Yes, of course it is. Actually I have been deleting unread virtually all messages from eBay and Paypal (except those related to a specific transaction) as they are virtually all attempts to steal your information.
There should be a way to look at mail headers in your email software. Email from Paypal will come from Paypal, not from somewhere else.
If you ever think such a mail might be genuine go directly to the Paypal site and sign in there; DO NOT CLICK ON A LINK IN AN EMAIL!

I received an account verification today as well. I just forward them to pay pal now and don't worry about it. I always keep the account with a minimum in it too for safety reasons.

I got the same one today ad I've had it in the past also. I did send it to paypal the first time I got it and they said it wasn't from them.
I get so tired of having to delete these stupid emails. I wish they could put a stop to it somehow.
