Ebay Identity - Private Or Business?

Question
Hi, we are in the process of registering eBay accounts internationally, because we want to open international eBay shops. It seems to me that it makes sense to open a private account with both eBay and Paypal, because the fees are lower. Is that truly the case?
If so, is there any reason why one should not do it this way? Is there any urgent necessity to register a business account?

The only reason that I'm aware of not to rely on an PayPal personal account is that there are (quite low) limits as to the amount of funds you can receive.
With what you are selling it would take only a few transactions to exceed these limits. Forgive me, but I don't know precisely what they are - I exceeded them long ago. I believe the choices are personal Premier Account or a Business Account.
As far as a "business account" on eBay – you may present yourself in any manner you please, either as a business or an individual. I'm not aware of any eBay "business account".

I have been researching Paypal myself and from what I understand there are two levels of personal accounts (Paypal Personal and PayPal Premier). To accept credit cards you need to at least have a Premier account. They also have business accounts. On Paypal Personal accounts you can not take credit cards payments.
You need a Premire account for them. I was losing customers by not accepting cc so I changed.
I know that some use to take payment under a certain limit on the personal account and over the amount they use the permier, but I'm not sure if you can have two account like that now. hmmmmm
I'll have to check that out.

Well, my luck: Paypal is doing site maintenance. I thought they did this on Fridays. Oh well. Will look into it later today.
Why I am asking as well is because here in Germany we have quite a few regulations: If you are a business trader on eBay, you have to accept returns of products, for example, and you have to guarantee the quality of the item for about 2 years approximately. So really, eBay business traders have to follow the same regulations as people who have a normal offline shop. Private traders don't have to do any of that stuff. Are there laws like that in the US as well?
