I haven't sold anything on ebay in at least 6 months ... and certainly not in the volume it takes ($2,000 / Month?) to be a power seller. Is this a scam email or is Ebay getting desperate?

That email is a spoof! Forward it with full headers to spoof*ebay.com.
You will receive an email from them telling you that they did not send it.
