I was looking for the cost and found this blurb in the FAQ:

How much will it cost to use eBay Picture Manager?
Picture Manager is available via a monthly subscription for a fixed amount of storage space. Once you subscribe to Picture Manager, you can add multiple pictures to all of your listings without paying any extra picture fee. Picture Manager offers three levels of storage space:
50 MB for $9.99 per month
125 MB for $19.99 per month
300 MB for $39.99 per month
Your monthly subscription fee is automatically added to your eBay account and will appear on your monthly invoice.
All Store sellers receive 1MB of storage free with their Stores subscription to host their Store logo and Store layout pictures. Featured and Anchored Store sellers also can benefit from the following discounted pricing:
Featured Store Sellers
50 MB for $4.99 per month
125 MB for $14.99 per month
300 MB for $34.99 per month
Anchored Store Sellers
50 MB for Free per month
125 MB for $4.99 per month
300 MB for $14.99 per month
All sellers are still responsible for all fees that would normally be associated with listing items for sale on eBay except for individual picture fees. Other fees include Insertion, Final Value, and Optional Feature fees. Click here to learn more about fees.
I also discovered that Picture Manager is only available to pre-selected testers at this time.
EDITED TO ADD: Irene beat me to it.
I can't imagine using eBay to store my pics even if the price was fair. The site has too many glitches.
