Question
Recently we became aware that your eBay account was involved in the following activity:
*Non-Selling Seller - Refusing payment and failing to deliver an item at the end of a successful transaction.
We realize that you may not have been aware there is a rule against this activity. Therefore, we would like to take this opportunity to invite you to review our site policy governing a seller's obligation to honor winning bids, which can be found at:
http://pages.ebay.com/help//policies...ng-seller.html
Please understand our goal is to help you understand our policies to ensure successful experiences at eBay. We respectfully request that you refrain from this activity in the future to avoid the possible suspension of your eBay registration.
Thank you in advance for your cooperation in this important matter.
Regards,
Customer Support (Trust and Safety Department)

My response:
This is completely and utterly outrageous.
Someone (who?) files a complaint that I have not sold them some item (what item number is it?) and you THREATEN ME? Without so much as a smidgen of proof? Without allowing me the option of defending myself?
I would like to take this opportunity to invite you to review my raised middle finger.
Best of luck in your continuing War on Sellers. You clearly don't think you need sellers to stay in business, but who's going to do your scut work when we're gone?

Was this a "SCAM"" letter?
If in doubt forward the letter to spoof*eBay.com and they will tell you if indeed the letter was sent by eBay.
Answer
I looked at the headers. It's genuine.

Probably some stupid nitwit. I had someone complain to me directly that I shillbid ( I dont) but her "proof" was funny "It seems that SELLER to counter negative remarks also post for sale low cost toiletries and then sells them right away often selling the same item multiple times to the same person" Ok since when is selling sucessfully a offense?
Answer
Ah, another knee-jerk reaction from eBay.
I very much DISLIKE their "The customer is always right." attitude when its applied to buyers only.
Hopefully (though not likely), eBay will give you the information regarding this accusation and you'll be able to straighten everything out quickly and smoothly.
I'm sorry.

I'd still forward it to spoof*ebay.com just in case.
Answer
I notice that there is not even a vague time limit set out in the policy - it's left wide open to eBay to decide what would be considered a reasonable time limit for to wait for a winning bidder to pay before being free to sell the item to someone else and refuse payment from the first winner.
At the very least I would have thought the policy would state that a seller can refuse to proceed with the sale if the seller has already filed for and been refunded FVF due to non-payment. Many sellers would have promptly relisted the item and it would no longer be available to the original winning bidder.
The link to the policy is legitimate. I tested that easily by going directly to the eBay site, clicking on "Help" at the top of the screen and typing in the words "Non-Selling Seller" in the keyword search of help topics.

Is the link in the original post unaltered?
This is the link that I found for Non-selling Seller on eBay:
http://pages.ebay.com/help/policies/...ng-seller.html
There's only one '/' between help and policies.
Answer
Extra slashes don't seem to matter in IE. This even works:
