I use it. It doesn't send alot of traffic but I figure every little bit helps.

My site's been listed in PayPal shops for a long time and has been a featured shop two or three times.
It's free advertising and free is good.

1. Do you have counters that are telling you clicks are from Paypal. I mean is Paypal showing up as the referrer?
2. Anybody here ever buy from a Paypal shop?

I haven't yet, but I have one bookmarked I plan on buying from in the future.
