Response to Neutral FB

Question
I'd like some suggestions on how I should respond to a neutral feedback.
Please keep in mind that I have NOT YET left feedback.
End date: 29 Nov 04
Item price: $2.00 (times 2 items) = $4.00
Buyer feedback: 5
Mine: 1,100+
Payment: Never received
Feedback comment left: Never got! Bad contact!
Feedback left: 24 Dec 04
This buyer never sent payment AND never emailed me regarding payment/shipment of items.
Half of me would like to neg them. Half of me wants to ignore this.
What to do? What to do?
Any input/advice/suggestions would be greatly appreciated.

Did you send an eoa email with payment terms and address? If so, then:
"no payment, no reply to email, newbie doesn't know rules".

Perhaps if I neg them, they'll agree to a mutual feedback removal?!?
I know that I'm too concerned about my feedback. Definite character flaw...

Response in your own feedback:
Payment Still Not Received. I Emailed the buyer on 11/29 and 10/12 (or whatever the real dates are)
Thus you are responding to the charges calmly, and will give a far better perception to your potential buyers. Up to you how you respond in their feedback, but allow for the potential buyers to click on that feedback as well (thus they may read a neg as being retaliatory), and there may have been a problem with email not arriving in either direction.

If responding to your neutral:
"Payment not received for this auction."
If you are going to leave a neutral or neg:
"Auction ended XX/XX, no payment as of XX/XX

I would enter a reply to their FB (visible in your record) and I would leave a well deserved negative in their FB record - If a month unpaid with no responses doesn't deserve a neg, what does?
I would say in both entries:
"Never paid after more than a month with no answers to our emails. Filed NPB"
Then I would file an NPB with Ebay so that this justly goes against their record there, too.

The first thing I would do is check his history to see if he found another one cheaper.
Otherwise, ditto what others have said. I would respond to the feedback he left with something along the lines of:
Emailed 12/4 & 12/14. No response or payment.

Since he left a neutral and not a neg I would assume the problem is emails not getting through and the problem is a newbie with spam filters. How about:
Emailed twice. No response or payment. Are your spam filters on?
And like Summerbeemeadow suggested, be sure to file NPB
