Filing for FVF Credit?

Wow, has this become extremely difficult to do, or am I missing something????
It used to be so simple! I filed the first step warning, but how do I go on from there? I've waited all the right number of days. Help!!!!!

Go to the link below and click on the bottom one that says "view all disputes'..when a blue checkmark appears to the far right on your dispute it'll allow you to get your fees back...make sure you pick the right option on the dropdown menu you'll see or you'll lose your fees.
It's not bad once you get used to it but it takes awhile.

When you are on the dispute page and the check to the right says that you can file for the FVF (last step) click on the link at the left that says "View" and that will let you proceed. I like to have never figured it out the other day as I had only done one other and forgotten.
Something interesting on the one that I did. It was a return of a piece of merchandise. I had apparently missed a flaw so when I did the FVF first step I chose that the merchandise was returned for a refund. So far, so good. I told the buyer that I was going to file and that they would be notified about it by eBay and that wouldn't be any reason why that they would need to respond unless they wanted to as there would be no strike against them.
Again so far, so good -- wrong -- . I should NOT have told them that they didn't need to response. Since they didn't respond the only way it let me close it out was as a mutually agreed option for the second option and when I picked that it didn't give the buyer a strike but it ALSO would not give me the FVF fees back. Fortunately it was a very small amount so rather than hassel the buyer to respond (since I had told him it wasn't necessary) so I could get the fees back I just closed it and moved on. I swear eBay gets more and more complicated.
