As a special offer to our sellers, we will be holding a three-day Free "Buy It Now" with PayPal promotion on the U.S. site (www.ebay.com) from Tuesday, August 26th, 2003 between 00:00:01 PDT (12:00 AM plus one second) and 23:59:59 PDT Thursday, August 28th, 2003 (11:59 PM plus 59 seconds). Listings created prior to August 26, 2003 and scheduled to start during the promotional period August 26-28, 2003 will be eligible for the promotional rate.
During the 3 Day Free "Buy It Now" with PayPal promotion:
For Auction-Style listings (including eBay Motors Vehicles and Non-Vehicles) the fee for the "Buy It Now" option will be $0.00, as long as PayPal is included as a payment method on the listing. This promotion will not apply for Fixed Price, Dutch Auctions, Real Estate, Ad Format, International, Live Auction, Professional Services and Store Inventory listings. PLEASE NOTE: The discounted "Buy It Now" fees will not be immediately reflected on the site. You will see a credit to your sellers account in mid-to-late September. In order to be eligible for the promotion, you must select PayPal as a payment option during the listing process through the Sell Your Item Form, Turbo Lister, Seller's Assistant or other third party tools (for example, this is in step 4 on the Sell Your Item Form, in the Payments and Shipping section).

PayPal fees, along with all other eBay fees (including Insertion Fees, Final Value Fees and all other optional listing upgrade fees, such as Gallery, Highlight, Gallery Featured, Featured Plus!, Listing Designer, Gift Services, Bold, Reserve, extended duration insertion fees, etc.) will still be charged. The promotional rate does not apply to listings with a start date prior to August 26, 2003, including those listings revised during the promotional period. The promotional rate also does not apply to listings created during the promotional period, August 26-28, 2003 but scheduled to start after August 28, 2003. If you choose to List in 2 Categories, the standard insertion and listing upgrade fees for listing in the second category will still apply.

Does the use of "International" in this mean that it does not apply to non-USA sites - or the auctions must be "Ship to the USA only" or must be listed by a resident of the USA?

Do they usually take the better part of a month to give credits on Free Listing Day type promotions?
It is only 5 cents per listing, but you do have to actually pay for it (August 31 account) before it gets credited to your account, later. ODD!!!

This is a poor excuse for a promotion.
Kevin - I think that the last promotion they had they for stores, they refunded the fees later in the month, I'll go see if I can find that in writing somewhere.
IMHO - the least they can do is give you the immediate satisfaction of seeing the money saved. I won't be doing any special listings for this one. (but I do use BIN on all my auctions anyway)

I couldn't find the old announcement but I went to my account page and found this

ok, this sucks...
would someone else like to explain why they think ebay now takes a couple of weeks to refund the fees....I have my theories I wanted to see other peoples... http://community.here.com/infopop/em.../icon_wink.gif
