Question
***PayPal To Be An Additional Criteria for Certain Features***
Date: 07/26/04 Time: 04:00:25 PM PDT
Some features and formats, such as the Fixed Price format or the creation of an eBay Store, require sellers to meet certain criteria before they can be used. Sellers may be required to have a certain level of feedback, sign up for ID Verify, or be registered with eBay for a certain length of time before taking advantage of these features. Because these features can often help members to grow their businesses, we would like to make these options available to more of the eBay Community.
Having a PayPal account in good standing and accepting payments through PayPal provides an extra layer of security for members, as eBay can easily track payments and other activity made to and from each party. This has been shown to reduce the risk of fraud for both buyers and sellers, and contributes towards making transactions safe and secure. Because of this extra security, having a PayPal account and accepting payments through PayPal will be added in the next few days as one of the criteria that a seller can meet to use many of these features.
The features and their new associated criteria include:
Fixed Price listings or Buy It Now: 10 feedback OR ID Verify OR 5 feedback and a PayPal account in good standing and PayPal payments accepted for that listing (so that a secure form of payment is offered on the listing).
1-Day Listings: 10 feedback OR ID Verify OR 5 feedback and a PayPal account in good standing and PayPal payments accepted for that listing.
Multiple Quantity Listings: 30 feedback and registered for 14 days OR ID Verify OR 15 feedback and a PayPal account in good standing and PayPal payments accepted for that listing.
Creation of an eBay Store: 20 feedback OR ID Verify OR Have a PayPal account in good standing.
Featured Plus! and Home Page Featured: 10 feedback (no change).
Members who do not accept PayPal for a particular item can still be eligible to use these features for the listing, if you meet the other criteria such as signing up for ID Verify or waiting until you receive the required amount of feedback. This new policy simply adds PayPal as another option for sellers looking to qualify for these features.

eBay
A step towards requiring PayPal for all sellers, IMO.
Answer
Yep. I think they're working towards PayPal being required. Seller's have to offer it and buyers have to use it.

LMAO ..... but very true.
BTW - last time I checked, the only sellers that can participate in the ID Verify program are sellers based in the USA.
