I got into the site very very late last night, after midnight PDT. I moved all my money out. (I cannot, however, do anything on the site this morning.)
Here's how you deactivate your PayPal debit card:
Click on "Help", right end of top menu bar. Type "debit card" into the search box. Note that you get a bunch of help topics, none of which have to do with deactivating your debit card. So click on the "send an email to support" link. Topic: debit card. Problem: Card lost or stolen.
Because after much searching of PayPal's byzantine help pages last night, this is what I discovered: to shred your debit card, you must report it lost or stolen. My advice is to print out all relevant pages so you have proof later on you intended to deactivate it. I wouldn't trust these people with my lunch money.

How do I cancel my PayPal ATM/Debit Card?
In order to remove this card from our system, we ask that you report the card as 'Lost/Stolen' on the PayPal website. To do this, please follow these steps:
* Copy and paste https://www.paypal.com/DC-LOST into your address bar of your web browser
* Click the 'Report Lost/Stolen' button
* Click Submit
Please note: This action cannot be reversed. If you decide you would like a PayPal Debit card in the future, you will be asked to complete the application process to request a new card.

I'm confused! Why get rid of the card? I use my debit card to get my money out! It's the fastest way to do it. How did you 'move it all' out last night? Last I knew it took like 3 or 4 days to transfer it to a bank account. Which is why I just go pull it out with my card~ then it's cash in my hand! Am I missing something? (uh, it is possible! )

You may not want to get rid of the card. I simply provided the instructions for those who will want to, like myself.
If you are comfortable with the lackadaisical attitude and inattention to customer needs amply demonstrated by PayPal within the last couple of days, by all means remain their customer. I would never remonstrate anyone for making that kind of a choice.
I'll be re-evaluating the debit card notion and probably choose to use one from my BANK, which in 9 years of doing business has never denied me access to my money for an instant.
I'd say that one gets what one pays for with the PayPal debit card but some cardholders haven't even gotten that. They've paid $1.50 for the privilege of having their card rejected.
Still no word on PayPal fee refunds or eBay fee refunds due to PayPal's outages. I'm not holding my breath.

Well, I do understand what you're saying. And I even agree, but I just don't think my little business would survive without the convenience of Paypal. And I don't trust 'em any further than I could toss the Jolly Green Giant, but til something (the buyers think is) better comes along, I'm just gonnna keep using it... and watching 'em! As to the card, I use it to pull my money out, just as soon as I get to town. I've seen their freeze methods, and if they did that to mine, there's not gonna be enough in it to worry about!

Well, I guess now it can be told. Been selling since 1999 on my main seller ID with no PayPal. Yes, I have heard some whining about it. Do I care? No.
This account has over 17,000 positive feedbacks.
People will send money orders or checks if you are selling what they want in a manner that they find entertaining and sufficiently engaging. We have proven this. We have also proven (via another selling ID) that you will still have the usual number of deadbeats even if you do offer PayPal.
If you take the time to cultivate repeat business, you may find that as people grow to trust you they are perfectly willing to use your preferred payment method. I just closed a $279.00 off-eBay deal with a regular customer who'll be sending me a check. I'm shipping the stuff today; I know he's good for it, and anything I offer in this line, he will buy.
It's goooood to have people like that to sell to. Even though I'm leaving eBay in a few days, I believe that unless you have repeat customers, you're toast.
So now that the PayPal "intermittent outage" is over, I see it's business as usual. Until the next outage, or the next lawsuit.
