Answer
all those rates (current and proposed increases) are PLUS tax.
At least we don't have to pay tax on stamps here in the US!

Answer
Um, does this affect mail sent from the US to Canada? Or just mail sent out of Canada?

Answer
It just affects mail originating in Canada.
Dmhcollectibles: I don't pay tax on stamps. Well, I pay GST but then I obtain a refund once a quarter of all GST I've paid on on business expenses, including postage.
