A buyer is unhappy with their purchase which he paid for with PP (PP says "instant" under payment type). I told him to send it back to me and I would refund his money. His reply:
Thanks for your offer, but we will forget about this DISAPPOINTING PURCHASE.
Should I refund him anyway or wait and see if files a chargeback with PP?

Isn't the guideline that PPal won't refund for "quality of goods" issues? I'm pretty sure that if you save the email exchange and show PPal that you offered a refund, that the buyer did receive the item, that's the end of it as far as they're concerned. They wouldn't give a refund, I don't think. Ah, here, from the PPal page:
"Buyer Protection does not cover cases where you are simply disappointed with the item you have received "
They'll cover the buyer if you ship them a brick after selling a camera, but not if you send the camera and then buyer notices some scratches that were barely visible in the photos.

Around $25. Buyer thinks merchandise is not authentic. However, I had multiples and my other buyers have no problems. Buyer has posted feedback, I have not.

Perhaps your buyers was just hoping for a cash refund or partial refund.

if the buyer paid via CC he can file a quality of merchandise chargeback and PP will take the money from the seller (with a $10 fee to boot unless you are qualified to avoid it), and there is little you can do to defend against it.
At least with a not received, you can defend that with tracking....
SPP doesn't come into play in not as described chargebacks so its really leaving you at the buyer's mercy.
If you refund the $ now, and they file the chargeback, you can provide the proof of refund to Paypal and that should make the reversal go away - and probably get the buyer in trouble with Paypal for double dipping.

sounds more like a fishing expedition to get you to refund and say "Ah, just keep it"
Since you specified sending it back it was obviusly not going to work.
Not accusing your buyer.....just is an explanation for this behavior
