a friend is in third appeal for ss insurance for several medical disabilities. Two drs have declared him disabled due to this sever diabetes and blood sugar levels. both of the statements have the verbage "due to poor control"..Since the last statement was generated when he was in the hospital for five days and under this drs care and they could not keep the levels normal..I am wondering if "poor control" is a medical term/ condition rather than stating that he has poor control due to his doing something wrong?

I believe you are correct. A physician may say that symptoms or problems are "due to poor control" or "poorly controlled diabetes", and this usually means poor control of the blood sugar levels. If it were the patients fault it would likely say "due to poor patient compliance".
