Unit loss as a result of common area pipe burst

My unit was damaged as a result of a burst water pipe located in the common area, which services multiple other units. The HOA master policy deductible was $10K. My personal insurance coverage only covered $6K of the of the $10K policy deductible.
My question is whether the HOA is respsonsible for the $4K balance and what is their legal right to hide behind the increased master policy deductible.
