Is it legal for school (student health insurance committee) not to allow opt out student health insurance even though a student does have other insurane which covers her 100% (literally $0 dream insurance)?

I'm not aware of any law that requires them to give you an opt-out.

It's best too have both anyway if it can be afforded. Student health coverage usually provides excellent preventive care & excellent coverage for other doctor care at the student health center on campus. Also, provides hospitalization coverage at universary's hosp. though usually for a limited period of time. However, it usually provides poor medical coverage away from school (both dr. & hosp.) & poor coverage for high medical bills. Often, no coverage during the summers.
